There is no solicitation available at this time. 2.0 SCOPE OF WORK The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Environmental Disinfection Systems Pulsed Xenon UV Light as a candidate for a VA-wide (otherwise referred to as national ) contract. Systems that use ultraviolet (UV) light designed to kill, remove, or render inert pathogenic microorganisms present in a closed environment and on hard inanimate surfaces and objects located in that environment (frequently limited to one room). These systems are intended to remove microorganisms from the environment (i.e., most viruses and bacteria, including mycobacteria) and other microbial forms, including spores when using appropriate wavelengths in the UV spectrum. The UV radiation is obtained from dedicated (e.g., low-pressure mercury, pulsed-xenon) lamps that emit radiation in the UV-B and C ranges (e.g., from 200 to 320 nm wavelength); a fixed wavelength of 254 nm is frequently used. The systems are usually automated and include computerized and remote monitoring capabilities. Some systems permit choosing one of several working cycles according to the room disinfection needs. UV environmental disinfection systems are intended for short-term use (e.g., from several minutes to a few hours) in patient rooms, operating rooms, and other healthcare facility closed areas; they are usually used after a terminal cleaning that is performed when a patient is transferred or discharged from a room. The following Contract Line Items (CLINs) are being considered: Contract Line Items Manufacturer Part Number Description 0001 Xenex MXSUV1-FT MXSUV1-FT (Without XCT Program) 0002 Xenex MXSUV1-FTXCT MXSUV1-FT (With XCT Program) 0003 Xenex MXSUV1-SL MXSUV1-SL (Without XCT Program) 0004 Xenex MXSUV1-SLXCT MXSUV1-SLXCT (With XCT Program) 0005 Xenex W W - Optional One Year Warranty Extension Without XCT 0006 Xenex XCTW XCTW - Optional One Year Warranty Extension With XCT Respondents should identify a complete solution including associated accessories, as required for the system s full functionality. The following Minimum Technical Requirements (MTRs) are being considered: FDA Authorized Whole Room Microbial Reduction Devices The contractor shall provide FDA authorized whole room ultraviolet microbial reduction systems. System Architecture Characteristics System shall utilize a high intensity pulsed xenon emitter capable of producing broad spectrum germicidal ultraviolet energy within the 240 315 nm range. System shall operate as a single integrated unit capable of delivering 360-degree germicidal exposure in typical clinical environments. Workflow Characteristics System shall be deployable by a single trained operator. System shall not require staff to reenter the treatment area while cycles are active. System shall support treatment of primary patient care areas as well as adjacent spaces such as restrooms or anterooms through configurable cycle options. Vendor shall provide operator training covering device setup, operation, safety, maintenance, certification, and competency. Technology / Connectivity Characteristics System shall provide a unified operator interface capable of initiating, monitoring, and completing treatment cycles through a single control platform. System shall support cloud-based reporting of cycle completion, operator usage, and device performance analytics. Cloud connectivity features shall function independently of internal facility networks, avoiding reliance on local security credentials or firewalls. Physical / Deployment Characteristics System shall consist of a single mobile unit that can be transported between rooms by one operator. System shall include integrated power management and charging capabilities suitable for frequent deployment within clinical workflows. System shall include durable wheels, handles, and stabilization features appropriate for movement throughout healthcare facilities. System shall be designed for operation in unoccupied clinical rooms, including patient care areas, operating rooms, procedural suites, and utility spaces. For each product identified in the response (brand name and part number), the response must include descriptive literature demonstrating that the product meets or exceeds the MTRs specified above. The Government's intent is to include all ancillary items necessary to ensure the equipment can function as designed by the OEM and as required. Respondents are encouraged to identify any additional accessories, service, or configuration that may be necessary or beneficial to the functionality of the contemplated system. These items must be clearly identified by brand name and part number. Responses to this Sources Sought Notice shall include the following: Full name and address of company. SAM Unique Entity Identifier (UEI). Business Size and socioeconomic status, if applicable (e.g., SDVOSB, VOSB, WOSB, HUBZone, 8(a)). Manufacturer or Distributor: If distributor, provide the full name, business size and address of the manufacturer. If distributor, provide evidence that your firm is currently an authorized distributor for the manufacturer of the products proposed, e.g. an authorized distributor letter with current date certified by the OEM. Country of Origin designation for all products proposed. Describe the firm s ability to provide uninterrupted supply of products on a national scale. Technical literature clearly demonstrating that the proposed product(s) meets the identified minimum technical requirements identifying the page number(s) where each requirement is met within the supporting documentation. Does the respondent offer an annual service plan, Yes or No? If Yes: Describe what the plan covers. Identify whether the plan covers software updates, parts repair/replacement, or both Provide literature or other documentation describing the service plan. Identify whether service is provided by the OEM or a subcontractor. Identify any additional product, accessory, service, or configuration that may be necessary or beneficial to the functionality of the proposed solution. Include the applicable brand name and part number. Item pricing information of products, inclusive of flat rate shipping. Include any quantity discounts, noting at what order quantity the Government should expect tiered price reductions, if any. NOTE: In order for the Contracting Officer to determine whether a set-aside can be pursued, it is essential to provide estimated pricing information. Without this information, the Contracting Officer will be unable to assess whether there is a reasonable expectation of receiving fair and reasonable pricing from socio-economic concerns. Does your firm anticipate any subcontracting opportunities for this requirement? If yes, identify the type and approximate scope of work that could be subcontracted. Identify any federal contract vehicles held by your firm through which your firm can provide this equipment. Are there any further standards or criteria VA should consider in a procurement action for this equipment? Are the Government s specifications unduly restrictive? If yes, identify the specific requirement(s) considered unduly restrictive and provide supporting rationale and recommended alternative language. Any additional information the Government should know prior to issuing a solicitation. Describe any minimum order quantities, geographic limitations, delivery constraints, lead times, or other limitations that could affect the firm's ability to support the requirement on a nationwide basis.
