Comprehensive English as a New Language Stand-Alone Curriculum for Grades 9-12

The Rochester City School District seeks proposals for a comprehensive, evidence-based English as a New Language (ENL) standalone curriculum for grades 9-12. The scope includes high-quality instructional materials, foundational literacy supports, project-based learning, formative and summative assessments, real-time reporting dashboards, and a professional learning plan featuring job-embedded coaching and dedicated project leadership. Eligibility is restricted to USA organizations, and work will be performed offsite. Applicants must submit proposals digitally by November 20, 2026. Required submission materials include cross-referenced requirement summaries, staff resumes, three references from engagements of equal or greater size, a signed Non-Collusive Bidding Certification, a W-9, and a Vendor Application. All vendor questions are due by October 29, 2026, and a pre-bid meeting will be held on November 5, 2026. Proposals will be evaluated based 75% on technical criteria and 25% on financial evaluation, with the district looking for proposal pricing.
