Asset Management Consulting Services

The issuing agency is seeking asset management consulting services in connection with large, complex health care facility projects. The agency needs to solve the problem of managing both risk and quality over the entire life cycle of these public assets, spanning from planning and procurement through design, construction, commissioning, annual operations, and life cycle renewal. The selected partner must demonstrate a clear value proposition for mitigating risk through internal risk management and asset stewardship. The scope of work requires providing advice, expertise, and coordination for holistic asset management using innovative project delivery methodologies and the ISO55000 framework. The agency expects the consultant to define and manage risk through engineering, architectural, and maintenance standards to optimize capital, maintenance, and life cycle costs. Specific tasks include identifying site infrastructure requirements, informing project technical specifications, and liaising with stakeholders to balance upfront capital costs with construction efficiency, future-proofing, long-term operations and maintenance costs, and service reliability. Eligible bidders must be onshore organizations based in Canada. The agency expects the performance of the work to take place offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, all clarification questions must be submitted no later than September 29, 2026.
