Snow College is soliciting proposals from onshore (US-based) organizations to provide investment services for approximately $34 million in agency investment funds, alongside future accrued funds. The selected vendor must deliver custodial services, full-time non-discretionary advisory services, and assistance with investment strategies aligned with college policies and cash flow needs. The scope of work includes performing breakeven analyses on security recommendations, providing at least monthly detailed portfolio reports, and delivering work onsite in Utah. Applicants must submit proposals through the U3P bidding portal by 5:00 p.m. MT on November 13, 2026. All questions must be submitted through the portal by October 30, 2026. Submissions must follow a strict outline comprising a Letter of Transmittal, Executive Summary, Detailed Discussion, and a Cost Proposal uploaded as a separate file. Proposals will be evaluated based on the scope of work and requirements (40 points), interviews and discussions (30 points), and total cost/overall best value. Vendors scoring over 96 points on the initial scope of work evaluation will be invited to interviews on December 8, 2026.
