Cloud-Hosted Critical Incident Management System

The issuing agency is seeking a fully cloud-hosted Critical Incident Management System to establish real-time situational awareness, resource tracking, task management, and consistent reporting. The agency needs to solve the challenge of managing critical incidents by integrating the new system with ESRI ArcGIS Online and implementing role-based controls over user interface elements and data views. Authorized administrators must be able to manage roles and permissions through a native administrative interface without custom code or vendor development. The scope of work covers automated notification and communication capabilities, including SMS, email, system alerts, and role-based messaging to notify designated users when operational items are modified. The requested system must offer mobile and web-based access through a responsive, cross-platform user interface. Additionally, the agency requires support for offline data entry with automated resynchronization once network connectivity is restored. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency is directing that all performance of the work occur offsite. Bidders must submit their responses digitally via email or through an online portal. The agency is looking for budget proposals to determine the cost of the system.
