Family Foundations Home Visiting Program Service

The Wisconsin Department of Children and Families in Madison, Wisconsin is seeking proposals to expand evidence-based home visiting services to counties and tribes in the state that are at high risk for poor maternal, child, and family outcomes. The selected vendor will provide family foundations home visiting program services, which include direct individual technical assistance to each contracted agency to support the implementation of the work plan. This technical assistance involves monthly calls covering work plan progress, barriers and challenges, and available resources. Eligible bidders must be onshore organizations based in the United States. Bidders must possess written policies and procedures regarding the prevention of child sexual abuse, the screening and selecting of employees and volunteers, and the prohibition of conversion therapy. The agency requires the completion of background checks prior to employment for any staff working directly with children eighteen years of age or younger, and the grantee must maintain these records for auditing purposes. The agency is looking for proposals and has not disclosed a specific budget. The contract period will run for one year, and the performance of the work can occur onsite or offsite. The agency will host an optional pre-proposal meeting on May 18, 2026, and bidders must submit all questions no later than May 25, 2026.
