Comprehensive Plan Services

The City of Blakely, Georgia, is seeking comprehensive plan services to analyze existing local conditions and guide future development. The agency needs to address population and demographic trends, economic and employment factors, and land use inventory and development patterns. Additionally, the project requires a data center impact assessment to project infrastructure demand for utilities, roads, and services, alongside land use and development pressure modeling. The scope of work covers community engagement through stakeholder interviews, public meetings, workshops, and online engagement tools to establish a community vision statement and future development framework. The selected provider must deliver infrastructure and capital planning, including utility capacity planning recommendations and transportation improvements. The agency also requires an implementation strategy with timelines and policy recommendations, as well as plan adoption support consisting of draft document preparation and public hearing support. Bidders must be onshore United States organizations to be eligible for this opportunity. The agency expects the performance of all contracted work to take place offsite. While the agency is currently looking for proposals to determine the budget, all clarifying questions regarding this opportunity must be submitted no later than June 15, 2026.
