Equivalency Testing Program Services

The New York government authority is seeking a contractor to provide equivalency testing program services. The agency requires a test administration platform that allows test-takers to schedule test events and enables administrators to manage test delivery. This platform must support data management, allowing administrative users to view and edit candidates and their demographic information entered during the pre-identification process, as well as manage candidate records prior to testing. The scope of work includes test management capabilities so administrative users can schedule candidates for online tests and generate necessary candidate login information. The system must manage test assignments for individual candidates to ensure that subject test retakes do not use repeat exam forms. To prevent disruptions, the platform must maintain network availability and continue test administration during periods of network congestion or interruption, which may include caching content and responses on the local machine. The system must also feature configurable parameters for handling network congestion or interruption, such as timeouts and latency thresholds. Eligibility is limited to onshore organizations based in the United States. The contractor must perform all work offsite at their own office location. The agency is looking for proposals to determine the budget for this project. All questions regarding this opportunity must be submitted no later than July 7, 2026.
