Administration and Analysis of the Youth Risk Behavior Surveillance System, School Health Profiles and Youth Tobacco Surveys Services

The Delaware government authority is seeking a vendor to administer and analyze the Youth Risk Behavior Surveillance System, School Health Profiles, and Youth Tobacco Surveys. The agency requires these services to improve quality, manage performance, ensure accountability, and address public health needs within the state. The project aims to utilize computerized surveys with embedded skip patterns to reduce completion times, increase participation, and improve comprehension among students with special needs. The scope of work covers two distinct survey groups, with the first group combining the Youth Risk Behavior Surveillance System and the School Health Profiles. The Youth Risk Behavior Surveillance System is an approximately 130-question, in-person survey administered in odd-numbered years to high school students in grades nine through twelve across a randomly selected sample. The agency requires the administration of this survey to achieve a minimum seventy percent response rate of sampled students, targeting an estimated sample size of 3,000 students to obtain weighted behavioral data. This system monitors youth behaviors related to injuries, violence, unintended pregnancy, sexually transmitted infections, alcohol and drug use, tobacco use, unhealthy dietary behaviors, and lack of physical activity. The School Health Profiles survey is administered in even-numbered years, and the agency requires a minimum seventy percent response rate from sampled principals and health teachers. The second survey group is the Youth Tobacco Survey, which is a state-level surveillance survey administered in even-numbered years to monitor tobacco use behaviors, second-hand smoke exposure, and tobacco-related attitudes and beliefs among middle and high school youth. The agency requires this survey to be conducted twice within the five-year project period, specifically during the 2027-2028 and 2029-2030 school years. The resulting data will support the planning, implementation, and evaluation of programs aimed at preventing youth tobacco use, while identifying demographic and geographic disparities in tobacco use risk among Delaware youth. Eligibility is limited to onshore organizations based in the United States. The agency requires all performance of the work to occur offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
