Refuse Truck Cameras System

The City of Raleigh, North Carolina is seeking a vendor to provide and install a refuse truck cameras system. The agency needs a CabLink ecosystem to connect in-cab tablets, onboard vehicle sensors, and supervisor dashboards through a centralized data management platform. This system will collect real-time data from trucks, drivers, and routes to support analytics, reporting, and operational decision-making. The scope of work covers the provision and installation of cameras and components that meet or exceed industry standards for refuse operations. The agency requires a connected hub or gateway to transmit data to a backend solution via SIM or another IoT solution, offering either a complete turnkey deployment or a retrofit of the existing system. Bidders must perform all installation work onsite and outside of the operating hours of Tuesday through Friday, 5:00 AM to 5:00 PM. The requested system must feature positive service verification, including automatic photo captures triggered by lift events with timestamped, GPS-linked records. The agency requires a supervisor dashboard with analytics, searchable safety incident data and video for up to 30 days, and flexible camera configurations. The scope also includes an AI detection module pilot on eight to ten trucks within six months, aiming for specific accuracy benchmarks for contamination and cart presence. Eligible bidders must be onshore United States organizations. The agency is looking for budget proposals and requires all questions to be submitted no later than June 3, 2026. Evaluation criteria will include the system's ability to perform verifiable API data exchanges with Power BI and CityWorks, as well as voice and alert features tested against the ambient truck environment.
