Cloud-Based Electronic Safety Management System

The agency is seeking a vendor to provide subscription services for a comprehensive, cloud-based, and web-accessible electronic Safety Management System. This system must establish a proactive, data-driven approach to managing safety across all agency operations, specifically identifying, evaluating, and mitigating safety risks associated with bus and light rail services. The agency needs to solve challenges related to regulatory compliance, operational safety, vendor oversight, cybersecurity, data privacy, non-revenue operations, and facilities and infrastructure. The scope of work covers incident tracking, inspections, observations, corrective actions, and hazard management. The requested software must standardize hazard identification, assessment, and mitigation workflows while providing comprehensive lifecycle management for incidents and safety events. Additionally, the system must enable monitoring and verification of safety performance, support data-driven safety decisions through analysis and reporting, promote system adoption across all staff levels, integrate with existing systems, and enhance safety culture. The hosting environment must meet industry standards for data security, system availability, and reliability. The agency requires reliable system performance, secure data storage locations, and robust data backup and disaster recovery protocols. Bidders must be onshore organizations based in the United States, and the performance of the work must occur offsite. The agency is looking for proposals to determine the budget for this project.
