RFI for Student Plans and Data Warehouse Platform

The agency is seeking information regarding available K-12 student support plan and data integration platforms that connect student data to individualized learning and support plans. The agency needs a configurable platform that centralizes student plans, connects them to whole-child student data, supports Multi-Tiered Systems of Supports decision-making, and provides workflows for plan creation, monitoring, communication, and reporting. The goal is to solve the problem of fragmented student data by establishing a single student plan repository and a whole-child student profile that ingests student information system enrollment, demographic, assessment, attendance, behavior, grades, screener, benchmark, and progress-monitoring data into one view. The requested scope of work covers a platform that supports Advanced Learning Plans, Multilingual Plans, READ, Multi-Tiered Systems of Supports, behavior, social emotional learning, and locally defined plans. The system must allow agency-created forms, plan types, roles, required fields, review cycles, signatures or acknowledgements, and annual renewal processes. The agency requires compliance-ready and Colorado-aligned plan management, integration with Infinite Campus, OneRoster or other single sign-on providers, role-based access control, and dashboards for monitoring plan status and historical trends. Eligibility is restricted to onshore organizations based in the United States of America. The agency requires the performance of the work to be completed offsite. Bidders must submit any questions regarding this request no later than May 22, 2026.
