Intelligent Strategies, Counter Options and Resilient Defences Solution

The United States Department of Defense, through the Intelligent Strategies, Counter Options, and Resilient Defences (DISCORD) program, is seeking an Artificial Intelligence (AI)-native solution for rapid generation of tactical options. The agency needs to solve the problem of providing commanders with a portfolio of diverse, dynamic strategies that can pivot in real-time response to evolving battlefield conditions. The project covers the abstraction of physics-based reduced-order modelling, AI-driven simulation with edge compute, advances in online model-predictive control, online dynamics learning, recurrence quantification analysis, simulation integrated with live sensor data, and game theory or theory of behaviour. Only organizations based in the United States are eligible to participate in this opportunity. The agency requires the selected partner to perform all work offsite. Bidders must submit their proposals digitally, either via email or through the designated online portal, and the agency is currently looking for proposal submissions to determine the budget. The agency requires all clarification questions regarding this solicitation to be submitted no later than June 30, 2026. The evaluation criteria will focus on the bidder's ability to integrate live sensor data and high-fidelity simulation into the proposed AI-native tactical framework.
