RFI for Student Plans and Data Warehouse Platform

The agency is seeking information regarding available K-12 student support plan and data integration platforms that connect student data to individualized learning and support plans. The agency needs a configurable platform that centralizes student plans, connects them to whole-child student data, supports Multi-Tiered Systems of Supports decision-making, and provides workflows for plan creation, monitoring, communication, and reporting. The goal is to solve the problem of fragmented student data by establishing a single student plan repository that supports Advanced Learning Plans, Multilingual Plans, READ, Multi-Tiered Systems of Supports, behavior, social emotional learning, and locally defined plans. The requested scope of work covers a platform with configurable plan templates and workflows that allow agency-created forms, plan types, roles, required fields, review cycles, signatures, and annual renewal processes. The system must ingest Student Information System enrollment, demographic, assessment, attendance, behavior, grades, screener, benchmark, and progress-monitoring data into a single student view. Additionally, the platform must provide compliance-ready and Colorado-aligned plan management, role-based access control, and dashboards for monitoring agency, school, grade, subgroup, and plan-status trends over time. Bidders must describe integration capabilities with Infinite Campus, OneRoster, Single Sign-On providers, assessment platforms, and other district systems. Eligibility is restricted to onshore organizations based in the United States, and the performance of the work will be offsite.
