Public and Private Partnership Services

The City of Doral, Florida is seeking a public-private partnership to redevelop approximately 10 acres of city-owned land. The agency requires a high-quality, professionally managed, master-planned project centered on an age-restricted 55+ residential component and a complementary commercial component. This redevelopment must advance a clear public purpose, preserve long-term public ownership, and create durable municipal value. Bidders must provide a clear Public Benefit Narrative and Public Benefit Matrix. This documentation must identify measurable commitments, the target resident profile, affordability or attainability commitments, resident services, operational commitments, and other community benefits. Only onshore organizations based in the United States are eligible to bid, and the work will be performed offsite. The agency is looking for proposal submissions to determine the budget for this project. A pre-bid meeting is scheduled for June 2, 2026. All questions regarding this opportunity must be submitted no later than June 9, 2026.
