Comprehensive Plan Technical Assistance and Engagement Services

The Minnesota government authority is seeking comprehensive plan technical assistance and engagement services to support a staff-led comprehensive plan. While the authority will lead the development of the land use map, the selected consultant will provide technical assistance throughout the process. The project covers reviewing and modifying land use categories to simplify them and provide greater flexibility. The scope of work requires reviewing developed parcels and correcting land use classifications to align with their developed conditions. The selected consultant must also review undeveloped parcels and redevelopment targets for potential classification changes driven by changing conditions, goals, and compliance with Metropolitan Council density requirements. All work under this contract will be performed offsite. Eligibility is restricted to onshore organizations based in the United States.
