Resilience Hub Network Service

The government authority located in Inkster, Michigan is seeking a vendor to provide a resilience hub network service. The agency intends to strengthen the social infrastructure of the county's communities by investing in and building relationships with foundational institutions. This initiative aims to build resilience and responsiveness within communities to ensure they are better equipped to connect, withstand, and recover from climate-related disasters. The project covers partnering with community organizations and local governments to increase community resilience in the face of disruptions and develop a network of resilience hubs throughout the county. Selected organizations will act as subrecipients and contractors to the county, participating in a training program designed to prepare and equip them to enter the Resilience Hub Network. During this training, participating organizations must develop a Community Emergency Response Plan for their organization and the residents they serve, as well as participate in county-administered and community resilience trainings. Eligibility is limited to onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. The agency is looking for budget proposals from bidders to determine the cost of the two-year contract period. The agency will host a virtual pre-bid meeting on June 10, 2026. Bidders must submit all questions regarding this opportunity no later than June 15, 2026.
