Resilience Hub Network Service

The government authority located in Dearborn Heights, Michigan, is seeking a vendor to provide a resilience hub network service. The agency intends to strengthen the social infrastructure of the county's communities by investing in and building relationships with foundational local institutions. Through this initiative, the agency aims to build community resilience and responsiveness, ensuring residents are better equipped to connect, withstand, and recover from climate-related disasters. The project covers partnering with community organizations and local governments to establish a network of resilience hubs throughout the county. Participating organizations will act as subrecipients and contractors to the county, participating in county-administered and community resilience trainings. During this training period, these organizations must develop a Community Emergency Response Plan for their own operations and the residents they serve. Eligible bidders must be onshore organizations based in the United States. The selected contractor will perform all work offsite over a contract period of two years. The agency has not disclosed a set budget and is looking for cost proposals from bidders. The agency will host a virtual pre-bid meeting on June 10, 2026. Bidders must submit all questions regarding the opportunity no later than June 15, 2026.
