Independent Evaluation, Measurement, And Verification Services

The Hawaii Public Utilities Commission is seeking a vendor to provide independent evaluation, measurement, and verification services for its public benefits fee programs, energy efficiency portfolio standard, and other directed activities. The commission requires the development of independent, thoroughly documented, and transparent evaluations and assessments to verify program impacts. The selected vendor will establish an annual impact evaluation and verification plan for the Hawaii Energy programs to determine the net and gross energy and demand savings for each program year. The scope of work includes providing verification and due diligence of program accomplishments, co-benefits, project savings, and other milestones reported by the Program Administrator. The agency requires analyses reflecting a wide range of currently available and cost-effective measures, as well as measures expected to become cost-effective over the study period. Additionally, the vendor must assess the potential for energy efficiency in a market increasingly characterized by distributed energy resources, characterizing forecasts in terms of technical, economic, and market potential. The selected vendor must translate program year data to calendar year data to ensure consistency with reporting requirements. Only onshore organizations based in the United States are eligible to bid for this opportunity. The performance of all contracted work will take place offsite over a contract term of three years. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
