RFI for Child Care System Modernization

The agency is seeking information to modernize its child care system. The current goal is to transition to a Commercial Off the Shelf solution, a solution built on Platform as a Service, or a Software as a Service system. The agency requires a system that is efficient, secure, and interoperable to replace legacy processes. The requested system must support the implementation of federal requirements and meet the needs of internal and external stakeholders. It must be tailored to meet State legislative mandates as well as agency administrative rule and policy requirements. The agency is looking for robust workflows, robust cybersecurity, and strong data privacy protections. The scope of work covers features and functions that maximize efficiency, including reporting dashboards, artificial intelligence tools, digital signature capabilities, and offline or mobile application capabilities. The system must also support data sharing capabilities, specifically bidirectional exchanges. All performance of the work will take place offsite. Only onshore organizations based in the United States are eligible to participate in this opportunity. The agency is looking for budget proposals from respondents to understand the cost of the modernization. Interested parties must submit all questions no later than May 29, 2026.
