Implementation services must cover project management, configuration, integrations, testing, data conversion, training, go-live support, and stabilization. The software must provide robust security and compliance controls appropriate to the deployment model, including identity integration, audit logging, encryption, vulnerability management, and incident response. The agency requires comprehensive documentation and knowledge transfer, including system and user documentation, runbooks, and administrator guides. Functional requirements span customer and account management, covering owner and tenant relationships, balance and deposit transfers, service start, stop, or move requests, and audit trails. Billing management needs encompass the preparation, calculation, and generation of bills for sewer, fire, and refuse services, alongside bill cycles, rebills, adjustments, proration, consolidated statements, eBill presentment, and print files for third-party billers. Financial management requirements include payment intake across multiple channels, adjustments, discounts, refunds, accounting entries, general ledger exports, lockbox reconciliation, automated payment plans, and write-off rules. Reporting and analytics capabilities must feature a library of standard reports, ad-hoc querying, dashboards, export options, and data retention aligned to policy and law. Bidders must perform all work offsite and must be located onshore within the United States. The agency is establishing a contract period of one year.
