The issuing agency is seeking a fully integrated, configurable, and turnkey Computer Aided Dispatch, Mobile Data System, Law Enforcement Records Management, and Property Evidence Management System. This project addresses the agency's need for advanced technologies, including artificial intelligence, machine learning, and real-time analytics, to enhance efficiency, accuracy, and collaboration across all public safety operations. The agency requires related services such as installation, interface development, testing, documentation, training, transition assistance, cutover support, and a comprehensive warranty and maintenance package with ongoing update services. The scope of work covers a web-based deployment with cloud or hybrid options, seamless updates with no operational impact, and a flexible licensing model for comprehensive deployment. Requested capabilities include advanced data analytics, AI-powered search and retrieval, intelligent mobile solutions, voice command, virtual assistant capabilities, and real-time environmental awareness integration. The system must also support Next Generation 911 compatibility, Real-Time Crime Center operations, digital evidence management integration, real-time collaboration tools, and an annual process improvement review. Eligible bidders must be onshore organizations based in the United States of America. The agency requires the performance of all work to take place offsite. Bidders must maintain data ownership and availability for the agency and provide a transparent cost proposal and support plan, as the agency is currently looking for proposals to define the budget.
