Affordable Care Act Consulting Software

The Office of the State Comptroller is seeking a vendor to provide Affordable Care Act consulting software and qualified services. The agency needs to solve the challenge of aggregating data from multiple time and labor reporting systems, tracking employee eligibility, and managing compliance reporting. The selected vendor will assist the state in meeting its obligations under the Affordable Care Act through ongoing consulting, risk modeling, and unintended impact monitoring. The scope of work covers collecting human resources, payroll, time and labor, and health plan enrollment data from the State PeopleSoft HRMS systems and third-party administrators. This data collection includes information on retirees, COBRA beneficiaries, and Partnership Plan employer groups. The requested solution must also provide electronic delivery of Form 1095-C to recipients or integrate this function into the PeopleSoft self-service module. Additionally, the vendor must secure website access using the latest technology, identify potential noncompliance issues on a real-time basis, and provide training and ongoing data management support. Eligible bidders must be onshore United States organizations. The agency requires all performance of the work to occur offsite. Bidders may submit their proposals digitally via email or online. The agency is looking for proposals to determine the budget for this project. The contract period will span three years.
