The government authority located in Honolulu, Hawaii is seeking multi-custody level correctional facility services for the confinement, care, and custody of inmates. The agency needs a comprehensive range of correctional services to manage and rehabilitate inmates under its supervision. This initiative aims to solve the challenge of providing secure housing alongside structured rehabilitation, healthcare, and educational programs that reduce recidivism. The scope of work covers security, recreation, religious services, and both law and recreational libraries. The agency requires education programs designed to reduce recidivism, including educational assessments, English language learner programs, college education, correspondence courses, and job readiness training. Vocational training must include an analysis of career outlooks, and substance abuse programming must be based on level of service inventory-revised assessments and include a therapeutic community. Comprehensive health care services must encompass medical, dental, vision, and mental health care. The agency requires secure and medically appropriate transport to and from dialysis facilities. Telephone availability of health care staff cannot substitute for required on-site coverage when patient care operations are active. Bidders must outline staffing levels and inmate-to-security staff ratios that ensure the appropriate supervision and safeguarding of inmates at all times. Eligibility is restricted to onshore organizations based in the United States of America. Performance of the work will take place either onsite or offsite. The agency is looking for proposals to establish the budget for this procurement. The contract period will run for three years. A non-mandatory pre-proposal meeting will take place on May 28, 2026.
