The agency is seeking a learning management system (LMS) to support fully online, hybrid, and face-to-face instructional modalities. The system must deliver functionality through a suite of integrated third-party instructional tools that support teaching, assessment, accessibility, and engagement. The agency needs to accommodate a significant expansion in the scale and complexity of its LMS usage. The scope of work requires integration via the intelligent learning platform framework using the Banner Ethos service. The system must support automated user provisioning, course creation, and seamless integration with instructional tools, including a synchronous communication platform. The agency requires a productivity and collaboration ecosystem utilizing Microsoft 365 applications such as Outlook, Teams, OneDrive, and SharePoint. The system must also provide flexible data access models, including data export capabilities and modern, REST-based APIs. Only organizations based onshore in the United States are eligible to bid. The selected vendor may perform the work either onsite or offsite. Bidders must submit their proposals digitally via email or through an online portal. The agency is looking for budget proposals to cover a contract period of five years. A pre-proposal meeting will take place on June 01, 2026.
