RFI for AI Driven Image Search Tool

The United States Patent and Trademark Office is seeking an artificial intelligence-driven image search tool to enhance its patent examination capabilities. The agency needs a solution that provides robust image-to-image search, including multi-image uploads of one to seven images per query, similarity ranking, and automated classification suggestions. To support examiner workflows, the tool must feature image manipulation capabilities such as auto-lasso, photo-to-line conversion, and image rotation. The scope of work covers configuring and customizing the user interface, user experience, and examiner workflows to meet specific agency requirements. This includes developing custom project folders, tailored dashboard layouts, specialized export and reporting templates in PDF and CSV formats, and project collaboration features. The system must integrate these outputs seamlessly into the patent file wrapper and deploy a single web portal integrated with Okta for identity, authentication, and authorization management. The selected tool must ingest, update, and maintain global patent and trademark databases from at least eighty international authorities, specifically covering design, plant, and utility collections. The database and user interface must support all design United States patent classifications and utility patents across all cooperative patent classification symbols, including electrical, chemical, biological, and software arts. Bidders must perform all work offsite and within the United States, as the agency restricts eligibility to onshore USA-only providers.
