Electronic Access Control Systems

The Clark County Public Transportation Benefit Area, operating as C-TRAN in Vancouver, Washington, is seeking a qualified contractor to design, install, implement, maintain, and support an Electronic Access Control System across multiple facilities. The agency needs to address critical system vulnerabilities, improve reliability, and enhance security while leveraging existing infrastructure where possible. The current system suffers from vulnerable, low-frequency proximity credentials, legacy reader communication protocols lacking encryption, end-of-life card reader hardware, performance issues, reader malfunctions, and limited scalability and security monitoring capabilities. The scope of work requires a scalable system architecture that supports future expansion, including additional doors, facilities, and users without requiring a significant system redesign. The requested system must provide a browser-based user interface compatible with current versions of Chrome, Firefox, and Edge, and it must include standard, customizable, and scheduled reports. The system must also support grouping multiple doors into defined access areas for simplified administration, and the contractor must clearly define the software licensing model, including any limitations on users, workstations, or features. Eligible bidders must be onshore organizations based in the United States. The performance of all work under this contract must take place onsite at the agency facilities in Vancouver, Washington. The agency is looking for proposals to determine the budget and cost structure for this project. Bidders may submit their responses digitally via email or through an online portal.
