General Plan Update Service

The City of Buckeye, Arizona is seeking a vendor to provide a comprehensive General Plan update. This project aims to establish a municipal vision, goals, and policies addressing critical elements such as land use, parks and open space, water and wastewater, public safety, economic development, transportation, and sustainability. The selected vendor will resolve the challenge of managing municipal growth and resources through a structured planning process. The scope of work covers community engagement and coordination, an assessment of existing conditions, and the creation of a land use plan. The vendor will also manage plan development alongside draft plan reviews and subsequent revisions. Performance of all contracted work will occur offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency has not disclosed a set budget and is looking for cost proposals from interested bidders to determine the financial framework. The agency will host a pre-bid meeting on May 28, 2026, to discuss the project requirements. Bidders must submit all clarifying questions no later than June 11, 2026. The agency will evaluate proposals based on the submitted plans and qualifications to select the most suitable partner for this update.
