Statewide Consumer Network Services

The District of Columbia Department of Behavioral Health is seeking a contractor to provide statewide consumer network services that strengthen the capacity and sustainability of statewide mental health peer-run organizations. The agency aims to help these organizations build their internal capacity while expanding the peer workforce and peer voice through statewide activities. The selected contractor must develop and implement a statewide plan to support peers and enhance the skills of statewide mental health organizations. The scope of work requires the contractor to strengthen organizational leadership and management by enhancing skills in governance, board recruitment, policy development, strategic planning, and succession planning. The contractor must also implement financial systems for budgeting, adopt technology for data management and program evaluation, and explore multiple funding sources and payment models for peer-operated support services. Additionally, the project involves enhancing peer voice and empowerment through leadership development, training, outreach, education, and the expansion of self-directed care approaches. The contractor must increase the recruitment, retention, and leadership capacity of the statewide peer workforce. This work includes developing a statewide peer workforce career pathway framework with competency standards and supervision models. The contractor will also train the peer workforce on evidence-based, promising, and best practices for peer-delivered services and mental health. Eligible bidders must be onshore organizations located in the United States. The agency requires the performance of all work to occur offsite. The agency is currently looking for proposals to establish the budget, and no specific key dates or deadlines are provided in the solicitation materials.
