Housing Solicitor Service

The City of Pittsburgh Commission on Human Relations is seeking a qualified vendor to provide comprehensive housing solicitor services. The agency requires legal representation for individuals who have filed housing discrimination complaints with the commission and whose cases have received a finding of probable cause. Additionally, the selected solicitor must attend commission meetings, provide legal guidance on fair housing issues, draft responses to motions, and conduct necessary paralegal work. The scope of work also includes representing the commission in appeals filed in fair housing matters and seeking injunctive relief when required. The designated solicitor will review and draft amendments to the City Code, as well as the commission's rules, regulations, and policies specific to fair housing. All contracted services will be performed offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget and financial structure of the contract. Bidders must submit any questions regarding this opportunity no later than June 10, 2026. The agency will host a non-mandatory pre-bid meeting on June 3, 2026, to discuss the requirements. Interested parties must submit their final responses digitally via email or through the designated online portal. Evaluation criteria will be based on the submitted proposals.
