Supervisory Control and Data Acquisition (SCADA) System Upgrades and Maintenance System

The agency is seeking supervisory control and data acquisition (SCADA) system upgrades and a maintenance system to control and monitor various valves, pump stations, tank levels, and the stormwater treatment plant. These assets capture, convey, store, and treat spent aircraft deicing fluid. The current Honeywell Enterprise Integrator system utilized by the glycol conveyance system is outdated and better suited for building management, while the stormwater conveyance system uses agency software. The agency requires a system architecture featuring centralized control with distributed processing capabilities, a redundant server architecture for high availability, and integration with existing hardware and software systems. The software must provide real-time data acquisition, processing, visualization, and support for industry-standard communication protocols such as Modbus, OPC, and Ethernet/IP. Additionally, the system must include advanced data analytics, reporting tools, historical data storage, and an alarm management system with configurable thresholds and notifications. Security requirements dictate end-to-end encryption for data transmission, user authentication, and role-based access control. Security administrators must have the ability to set minimum password length and complexity requirements. Only onshore organizations based in the United States are eligible to bid on this opportunity. All work must be performed offsite at the selected contractor's office location. The agency is currently looking for proposals to determine the budget for this project. A pre-proposal meeting is scheduled for June 2, 2026, and all questions regarding the solicitation must be submitted no later than June 8, 2026.
