AI Enabled Molecular Models and Leveraging Service

The issuing agency is seeking a vendor to provide artificial intelligence enabled molecular models and leveraging services focused on molecular design, synthesis, and related applications. The agency needs to develop and conduct technical evaluations and risk assessments of training data sets, model architectures, computing systems, and related infrastructure used to develop these models. These evaluations must specifically identify vulnerabilities and dual-use capabilities that could be exploited by nefarious actors. The project also requires the identification of key foreign stakeholders involved in artificial intelligence enabled molecular design and production. The target audience and stakeholders include academic researchers in the chemical or biological sciences, pharmaceutical companies, researchers and developers of artificial intelligence molecular models in academia or industry, and likeminded governments. Additionally, the agency requires the development of tools, methodologies, and other resources that leverage beneficial applications of artificial intelligence to detect and counter illicit chemical and biological material acquisition, development, diversion, proliferation, weaponization, and use activities. Eligible bidders must be onshore United States organizations only. The agency requires all performance of the work to be conducted offsite.
