SCADA System

The City of Oak Ridge, Tennessee, is seeking an electric supervisory control and data acquisition (SCADA) system consisting of software and optional on-premises hardware. The agency needs this system to provide electric utility SCADA functionality for its distribution assets and to interface with and support advanced distribution management system (ADMS) applications. The system must acquire electric system data from substation and downline intelligent electronic devices (IEDs) and data concentrators, with the capacity to configure the communication network to exchange data with up to fifteen substation data concentrators, starting with six initially. The scope of work requires the system to store real-time data and provide trending capabilities for any real-time database point over user-selectable time frames. The agency requires alarm display, management, storage, filtering, acknowledgment, escalation, and prioritization, with SMS text messages serving as the primary means for alarm notifications alongside email capabilities. The system must provide access to private telecommunication networks to substations and downline devices, and it must provide corporate network access via a firewall for routing remote access from the Internet. All server software must operate on Hyper-V hardware virtualization, utilizing dual local area networks (LANs) at the primary site and a single LAN at the backup site for the SCADA servers and workstations. The primary site must feature two redundant production SCADA servers on dual Ethernet LANs. The agency prefers user and role-based authentication via existing City Active Directory (AD) servers and LDAP protocol, provided that an AD failure does not render the SCADA system inoperable. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work will take place offsite. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
