Plain Old Telephone Services (POTS) Replacement Service

The Colorado government authority is seeking a vendor to provide a plain old telephone services (POTS) replacement service. The agency needs to replace legacy POTS-dependent life-safety and operational continuity communication services with modern, compliant, and resilient alternatives. The problem the agency is trying to solve is the vulnerability of legacy lines, which they aim to address using modern solutions that feature a primary IP-based transport, such as fiber or Ethernet, alongside a secondary, independent cellular path. The scope of work requires a managed solution utilizing at least two diverse communication paths, such as dual-cellular carriers or Cellular plus IP, for all critical fire and elevator life-safety lines to ensure zero-gap failover. The requested system must automatically detect and alert both the vendor and District staff of any line or power failure without requiring manual intervention. Additionally, the selected vendor must perform a comprehensive onsite signal-strength survey and inventory validation, provide proactive firmware updates, manage battery replacement cycles, and offer twenty-four-seven technical support. The system must also deliver reliable, hands-free two-way voice communication with audible and visible call indicators during outages, alongside battery monitoring capabilities and failover history tracking. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite.
