Comprehensive Zero-Emission Fuel and Environmental Commodity Management Services

The California government authority is seeking a vendor to develop, secure, and manage a comprehensive zero-emission fuel and environmental commodity program. The agency needs to solve the challenge of managing and maximizing environmental credits generated from its clean fuel infrastructure. The scope of work covers the management of Low Carbon Fuel Standard credits generated from on-site electrolysis and dispensing assets for renewable hydrogen, as well as credits from battery electric vehicle charging infrastructure. Additionally, the project requires supply management and the maximization of federal Renewable Identification Numbers and state Low Carbon Fuel Standard Incremental Credits for renewable natural gas. The agency limits eligibility to onshore organizations based in the United States. The selected vendor will perform all work offsite. The agency is looking for budget proposals from bidders rather than providing a set budget limit. Bidders must submit all questions regarding this opportunity no later than June 4, 2026.
