Cost Allocation Consulting Services

The City and County of Denver, Colorado is seeking a qualified contractor to provide comprehensive cost allocation consulting services on a fixed-fee basis. The agency needs to develop, update, and defend cost allocation plans to maximize indirect cost recovery from federal and state sources. The selected partner will assist the agency in negotiations with appropriate Federal and State agencies for indirect cost recovery rates and provide agency-specific cost plans, fee studies, and other specialized cost plans. The scope of work requires the contractor to provide continuous updates to the plans to improve their quality over a three-year contract period. The contractor must defend the utilized methodology during any inquiry, attend meetings, make presentations, and offer advice about the plans at no additional cost. All project work will be performed offsite, though the contractor must remain available for the required presentations and advisory meetings. Eligibility is strictly limited to onshore organizations based in the United States. The agency is currently looking for proposals to determine the budget and will accept digital submissions via email or an online portal.
