Cloud-Based Enterprise Resource Planning System

The City is seeking a modern, comprehensive, and integrated cloud-based enterprise resource planning system to replace its aging legacy systems. The primary objective is to transition to a highly integrated software-as-a-service or cloud-hosted platform that improves operational efficiency, data transparency, and citizen engagement. The requested solution must replace current administrative functions with a fully cloud-based platform. The scope of work covers financial management, including general ledger, accounts payable, accounts receivable, budgeting, purchasing, and fixed assets. The system must also manage human capital through payroll processing, personnel management, benefits administration, and applicant tracking. Additionally, the project requires utility billing management for water and sewer accounts, meter reading integration, citizen payment portals, community development functions, and asset and work order management. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. The agency has not disclosed a set budget and is looking for proposals to define the cost structure. The agency will hold a pre-bid meeting on June 8, 2026.
