Community Based Action Planning Services

The government authority located in Stone Mountain, Georgia is seeking a neutral, third-party vendor to provide community-based action planning services. The agency needs to address systemic challenges of overcrowding, under-enrollment, and program placement through impartial facilitation and broad-based collaboration. The selected partner must have no organizational ties that could affect community confidence in the process. The scope of work requires planning and leading engagement efforts across diverse geographic clusters, ensuring that underrepresented voices have an opportunity to be heard. The agency requires a tailored community engagement plan for each cluster, multilingual engagement to ensure access, and the development of community understanding regarding the boundary review process. The vendor must compile, analyze, synthesize, and submit the findings from each cluster to the Superintendent and the Board of Education to inform district decision-making. All labor, materials, tools, trained personnel, insurance, travel, per diem, and administrative costs must be included in the proposal. Eligible bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is currently looking for proposals to determine the budget and requires adherence to all current Board policies and regulations. The agency will host a pre-bid meeting on June 4, 2026. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
