Cloud-Based Enterprise Asset Management (EAM) System

The agency is seeking a comprehensive, Software-as-a-Service cloud-based Enterprise Asset Management system to replace an existing Transman system. The current setup relies on SQL databases that require significant staff effort to maintain, resulting in a need for improved data accessibility, reliability, and validity. The agency requires a more robust end-user experience with expanded reporting capabilities to support benchmarking, cost controls, and a long-term asset management strategy. The scope of work covers the management of fleet vehicles, facilities, equipment, inventory, work orders, preventive maintenance, and lifecycle cost analysis. The requested web-based platform must include mobile access for field users to manage work orders, inspections, and requests via desktops, smartphones, and tablets. Additionally, the system must include a custom-built API for the automatic uploading of fuel and mileage data from current fuel management systems. Asset management tracking must calculate useful life benchmarks as well as cost per mile, hour, and gallon for equipment and facilities across daily, weekly, monthly, and yearly increments. Only onshore organizations based in the United States are eligible to bid on this opportunity. The performance of the work may take place either onsite or offsite. The agency is looking for proposals to establish a contract with a performance period of five years. The agency has scheduled a pre-proposal meeting for June 10, 2026.
