Downtown Transit Revitalization Investment District Project Pipeline Services

The Pennsylvania government authority is seeking a vendor to provide downtown transit revitalization investment district project pipeline services. This initiative aims to advance planning and implementation activities associated with the proposed Downtown Transit Revitalization Investment District. The authority is establishing this district to support strategic infrastructure investment, economic development, office-to-residential conversion, housing production, commercial activation, public realm improvements, and transit-oriented development within the downtown area. The scope of work requires the vendor to identify and analyze the current pipeline of development projects, adaptive reuse opportunities, and street-level retail activation opportunities that align with future district investments and financing tools. The selected vendor will engage with developers, development teams, property owners, and other stakeholders regarding projects that advance office conversion strategies, deliver new housing opportunities, and activate vacant or underutilized ground-floor retail space. These targeted projects may currently span the planning, predevelopment, financing, or implementation stages. Additionally, the vendor must assess and report on current retail storefront conditions, commercial vacancy, and activation opportunities within the district boundaries. Eligible bidders must be onshore organizations based in the United States. The authority requires the performance of all work to be completed offsite. The agency has not disclosed a set budget and is looking for cost proposals within the submitted bids.
