Cloud-Based Emergency Elevator Communication System

The Port of Seattle, a government authority located in Washington, is seeking a vendor to provide a cloud-based emergency elevator communication system. The agency needs to modernize its emergency elevator communications as new elevators are brought online and existing elevators are refurbished to meet current building codes. Currently, almost all elevators use standard analog phone communications, except for two elevators that utilize a temporary 24/7 video communications and monitoring solution. The requested scope of work covers system implementation support services, software, hardware, software installation, single sign-on integration, testing, training, and ongoing product support. The agency requires an all-inclusive, non-proprietary solution that is compatible with any elevator manufacturer, model, intercom, phone system, and controller. The system must deliver two-way voice via a self-dialing hands-free button, two-way text, and one-way video from the elevator car to the monitoring service. The software must enable airport staff to monitor communications, and incoming calls must include an elevator identifier. The agency requires a Software-as-a-Service or vendor-managed cloud platform where the provider manages the applications, runtime, operating system, virtual machine, compute, networking, and storage, while the agency manages data and access. The system must send real-time alerts if an interface is inoperable, perform automated diagnostics to identify parts requiring servicing, and restrict Internet of Things device software updates to authorized entities using a secure process. Only organizations based in the United States are eligible to bid on this opportunity. The selected vendor will perform the work offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. The agency will host an optional pre-bid conference on May 29, 2026.
