Utility Billing Payment Software

The issuing agency is seeking a vendor to provide a utility billing payment software solution. The agency needs to entirely remove its existing payment system and replace it with a supplier's full online payment system. This project aims to solve the need for a modern interface, real-time processing, and comprehensive self-service payment features that enhance efficiency and customer experience. The scope of work requires a system optimized for all devices, including smartphones, tablets, desktops, and laptops, delivering responsive layouts and fast performance. Customers must be able to create accounts at no cost, locate payment options, and access self-service features with minimal or no guidance from city staff. The system must support credit or debit cards, ACH bank transfers, Pay-by-Text, Pay-by-Phone options, Apple Pay, Google Pay, and seamless integration with major financial institutions' bill pay services. Additionally, the software must feature automated account recovery via email or SMS, general website functionality, and full transparency over any artificial intelligence or machine learning features. Eligible bidders must be onshore USA organizations. The agency requires the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for budget proposals to determine the cost. The agency will award a contract for a period of three years.
