Virtualization Platform Modernization and Lifecycle Renewal Services

The City of Toronto requires virtualization platform modernization and lifecycle renewal services to establish a stable, secure, and supportable virtualization environment. The agency is seeking a solution that offers enterprise-grade availability, centralized management, and clear lifecycle planning without relying on proprietary or opaque licensing models. This modernization effort aims to solve the problem of managing current operational needs while supporting future growth and long-term sustainability. The scope of work covers multi-host and multi-cluster control, role-based access control with external identity integration for Entra ID, Active Directory, and LDAP, and full lifecycle management without routine host-level access. The requested platform must feature secure boot and host integrity validation mechanisms, cryptographically protected management and control plane communications, and strong authentication and authorization controls for management access and APIs. All performance of the work will take place offsite. Eligibility is restricted to onshore Canadian organizations only. The agency is looking for proposals to determine the budget and will accept digital submissions via email or online.
