Enterprise Resource Planning (ERP) Software and Implementation Services

The agency is seeking enterprise resource planning software and implementation services to modernize its financial and administrative operations. The system must solve operational inefficiencies by integrating finance, bank reconciliation, accounts payable, purchasing, accounts receivable, and budget management into a cohesive platform. The contract period for this scope of work will be for one year. The requested software must allow authorized users to close and reopen financial periods, auto-create year-end entries, and drill down from summary to transaction details across all modules. It must capture transactional, posting, and data entry dates separately while enabling real-time posting from all integrated modules. The system also needs to generate a daily cash report showing book and bank balances and track investments. For accounts payable and purchasing, the platform must detect duplicate vendors and invoices, process batch invoices, and support purchasing card payments and automated email notifications for ACH vendors. The procurement module must handle electronic purchase orders and requisitions with budget tracking at creation, support electronic signatures, and accommodate any request type including sole source exceptions. Accounts receivable must support integrated credit card payments, email billing, and online payments, while budget management must provide budget-to-actual reporting with variance and percentage-used columns. Bidders must perform all work offsite and must be located onshore within the United States. The agency is requesting budget proposals from bidders rather than setting a predefined budget limit.
