RFI for Broadband Partnerships Services

The City of Chesapeake, Virginia, is seeking information to identify qualified partners capable of leveraging the municipal broadband infrastructure as a regional, carrier-grade communications platform. The agency designed this high-capacity, middle-mile fiber network to support transport, interconnection, and last-mile service delivery across the city. The primary goal is to establish partnerships that utilize this infrastructure for carrier and wholesale transport, dark fiber and conduit leasing, and data center ecosystem development. The scope of work covers enterprise, government, and institutional connectivity, alongside future Fiber-to-the-Premises service expansion. The network infrastructure includes diverse routing across major corridors, water crossings, rail lines, and critical infrastructure, with backbone routes following key transportation and utility pathways. The project also encompasses dark fiber leasing at scale, an interconnection and Point of Presence layer, and wireless and smart city integration. Eligible respondents must be United States organizations, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget and financial structure of the partnerships. Interested parties must submit all questions regarding this request for information no later than June 2, 2026.
