Community-Based Doula Program Services

The Contra Costa County government authority located in Concord, California is seeking a vendor to provide community-based doula program services. The agency needs to address maternal health outcomes by reaching and supporting eligible program participants through targeted outreach and community-based support. The selected provider will implement a program that conducts quarterly meetings with the Community Advisory Board membership to ensure community alignment and oversight. The scope of work requires the provider to conduct outreach to four hundred eligible program participants annually. This outreach must target mothers enrolled in Black Infant Health participants and other home visiting programs, as well as healthcare providers at clinics and hospitals. The agency also requires outreach at known spaces and events where Black women congregate, including schools, beauty shops, churches, and shopping centers. The provider must coordinate and schedule the type and frequency of both traditional and nontraditional outreach events. Eligible bidders must be onshore organizations based entirely in the United States. The agency will allow the performance of the contract work to occur offsite. The contract period will span three years, and the agency is currently looking for proposals to determine the budget. Bidders must submit all questions regarding this opportunity no later than June 12, 2026.
