Non Powered Tools

The Delaware River and Bay Authority is seeking a vendor to provide non-powered tools for its central utility plants located in New Castle, Delaware. The agency requires all provided tools to be top-line, premium-grade products carrying a lifetime guarantee against breakage through normal use. Acceptable brands specified by the agency include Allen, Armstrong, Proto, Craftsman, Wright, Cougar, Stanley, Binks and Cotton, and Snap-on. The agency is limiting eligibility to onshore organizations based in the United States. The selected vendor will perform the contract work offsite. The agency is establishing a contract period of three years and is currently looking for proposals to determine the budget. The agency requires all questions regarding this procurement to be submitted no later than May 29, 2026. The evaluation of proposals will depend on the vendor's ability to supply the specified premium brands and meet the lifetime guarantee requirement.
