Strategic Plan Services

The issuing agency is seeking a vendor to provide comprehensive strategic planning services over a one-year contract period. The agency needs to develop an agency-wide 2028-2032 Strategic Plan to guide its future direction. Additionally, the selected vendor must evaluate the current state 2023-2027 Library Services and Technology Act (LSTA) five-year plan and develop a new state 2028-2032 LSTA five-year plan that complements the broader Strategic Plan. The scope of work requires the creation of an engagement plan detailing the facilitation approach, stakeholder engagement strategy, decision-making framework, and specific tools or models. To gather necessary input, the project utilizes various methods such as interviews, surveys, focus groups, listening sessions, town halls, or virtual engagements. All performance of the work will occur offsite. Eligibility is restricted to onshore organizations based in the United States. Bidders must submit any questions regarding this opportunity no later than June 8, 2026. The agency accepts digital response submissions via email or through an online portal, and the budget evaluation will be based on the submitted proposals.
