The issuing agency in Belgium is seeking a world-class contractor to provide geographic information systems and related services. The organization aims to achieve a cost-effective implementation of a complete GIS infrastructure to deliver higher service excellence, efficiency, and effectiveness. The requested solution must include a preconfigured mountable hardware or certified virtual appliance image for production use to provide GIS foundation basemap data. The required basemaps must offer multiple cartographic styles, including streets, topographic, reference labels, grey canvas, terrain, and oceans. The agency requires vector basemaps that support dynamic cartography, style customization, and localization such as local language labels and custom color schemes. For classified networks, the deployed GIS data must operate fully behind the organization's firewall without any dependency on external internet connectivity. The requested desktop client software must provide six core GIS functionalities, including advanced 2D, 3D, and 4D mapping, spatial analysis, data editing, and imagery processing. The software must also feature Python scripting, cartographic layout creation, project sharing via web services, and complex spatial analytics for business applications like territory design and site evaluation. Additionally, the desktop software must include advanced tools for image interpretation and geospatial analysis on multispectral, oblique, stereo, and motion video imagery. The server environment must support 1,000 concurrent users across 150 servers without any degradation to the services. Performance of the work will take place offsite, and eligibility is restricted to onshore Belgium organizations only.
