Virtualization Platform Modernization and Lifecycle Renewal Services

The issuing agency is seeking virtualization platform modernization and lifecycle renewal services to upgrade its infrastructure. The agency requires a production-grade, on-premises Type-1 virtualization platform or a hardened virtualization-specific operating system that executes workloads directly on hardware using hardware-assisted virtualization. This solution must operate entirely on-premises and must not require continuous public cloud connectivity for normal production workloads. The requested scope of work includes providing a single, centralized, authoritative management plane capable of managing multiple hosts and clusters without routine host-level access. This management plane must remain available during the loss of an individual compute host, provided quorum or equivalent health conditions are maintained. Additionally, the platform must provide automated high-availability to automatically restart all protected virtual machines on surviving hosts without manual intervention and abstract storage to support shared or distributed storage architectures suitable for live migration.
